Eighty-fifth Article. Every Assembly (*Medjlis*) and Commission shall have a Secretariat (*Qalem*), and every Secretariat a secretary (*zabit*) and a scribe (*kyatib*); and in some Secretariats, the secretary and scribe shall each have a deputy (*vekil*), under the condition that all of these [officers] must be from among the members [of the said bodies].

CHAPTER II. GENERAL RULES FOR ASSEMBLIES AND COUNCILS

Art[icle] 85. Every Assembly and Council shall have an administrative Bureau, which consists of one Chairman, one Secretary, and sometimes also Vice-Chairmen and Vice-Secretaries. All of these must necessarily be from among the members of the Assembly. [...and upon] hearing the official reports [that have been] examined, [when it] ratifies the elections that have taken place and the authorization and competence of the Deputies of the Nation, [the Assembly] shall be duly constituted according to the regulations. When the deputies of the communities of the Capital [Constantinople] have been elected by majority, and the elections of the provincial deputies are being successively reported, the General Assembly may be convened without waiting for the conclusion of the provincial elections. Article eighty-three. In the event that a person is elected in several communities or several provinces, he shall be free to declare the representation of which [community or province] he accepts; but if he refrains [from choosing], a decision regarding those communities or provinces shall be determined by the casting of lots in the General Assembly. Article eighty-four. The rolls of the names of the members of the General Assembly shall be drawn up in alphabetical order and posted in the Assembly hall; circumstances that occur, such as their deaths or resignations, shall be noted before their names, and [the roll] shall be renewed every two years.
