Art. 72. One week after the opening of the electors’ list, on Sunday morning following the conclusion of the church service, the voting shall begin in the Parish Council chamber in the following manner: The President of the Parish Council, holding the electors’ list in hand, shall call the electors in order; having signed before their names in the electors’ list, [the electors] shall write down on a piece of paper, in order from top to bottom, as many persons’ names as the number of Deputies required, and designating beside each name the surname, residence, and profession, they shall fold the paper and cast [it] into the ballot box specially prepared [for this purpose]. But if electors are unable to come to the council chamber for any reason whatsoever, they shall send their vote by a signed letter. Art. 73. The balloting is secret; therefore, the voters must write their ballots in private, so that no other [person] may see the written names. And in order to afford a facility to the electors, a list containing three times the number of the required deputies shall be prepared and hung in the Church Assembly room. However, the electors are by no means obliged to conform to the said list. In the provinces, the election of the members of the General Assembly (*Meclis-i Umûmî*) shall likewise be conducted in this manner.

Concerning the Giving of Votes

Article 72. One week after the register of the names of those entitled to vote is publicly displayed, as soon as the morning service in the Church is brought to a close, the casting of votes shall commence in the chamber of the Church Assembly in the following manner: The president of the Church Assembly, taking the said register in hand, shall summon those having the right to vote in their turn; and they, after affixing their signatures opposite their names in the said register, shall write down the requisite number of deputies' names upon a [sheet of] paper in order from top to bottom, indicating opposite each person's name his title, quarter, and occupation, and having folded that paper, shall cast [it] into the ballot box specially provided. And if, owing to some reason, they themselves cannot come to the assembly room, they shall transmit the names of the persons for whom they cast their vote by means of a single signed letter. Article 73. Inasmuch as the casting of votes must be conducted secretly, those who cast votes shall write the names privately in such manner that another cannot see [them].
