[...condem]ned, and persons condemned by one of the National Assemblies, regarding whom it has been decreed by the judging assembly that they shall not be employed in national affairs; C. Those undergoing correctional punishment by the courts of the Empire, whose term of punishment has not yet expired; D. Those judged incompetent by reason of insanity, whose complete recovery has not been legally certified. Art. 68. Eligible for election are all those individuals of the Nation who, having completed their thirtieth year, are Ottoman subjects, cognizant of the laws of the Empire, and skilled in national affairs, and are not deprived of the right of election according to Article 67. However, of the eighty Deputies to be elected by the quarters of Kostandnupolits, at least seven must be persons of [official] rank.

B. Mode of Election:

**Art. 69.** In order to draw up the apportionment table of Deputies to be elected from the quarters of Constantinople and from the provinces, at the beginning of the month of February every two years, the National Religious and Civil Assemblies, together with the Chairmen of the Supervisory Councils, shall convene a Joint Assembly; and the Patri[arch]... * * * ...[and who have committed ...] and concerning whom a verdict has been rendered by one of the National Assemblies that they shall not be employed in the aforesaid affairs. The third class: Those upon whom disciplinary punishment has been imposed by the courts of the Sublime Porte, and the term of whose sentence has not yet expired. The fourth class: Those who have been deprived of their civil rights by reason of insanity, and whose complete recovery has not been duly certified according to regulations. **Article Sixty-Seven.** It is permissible to elect any individual of the Nation who is a subject of the Sublime Porte, has completed thirty years of age, is well-versed and acquainted with the laws of the Sublime Porte and national affairs, and is not deprived of electoral rights pursuant to Article Sixty-six. However, it is a condition that of the eighty [members] to be elected by the church congregations of the Capital, at least [fifty] of them must be persons holding official rank.

Concerning the manner of election of the members to be designated by election for the General Assembly, both from the quarters of the Capital [Constantinople] and from the provinces.

Art. 69. In order to prepare the distribution list of the Deputies to be elected from the quarters of Kostandnupolits and from the provinces, every two years at the beginning of the month of February, the National Religious and Political Assemblies, bringing together the Chairmen of the Supervisory Councils, shall form a Joint Council; and the Patri[arch...] [...and] whose disqualification from being employed in the said affairs has been decreed by one of the Assemblies of the Nation. The third class: Those against whom a correctional punishment has been incurred in the courts of the Sublime State, and whose term of punishment has not yet expired. The fourth class: Those who, by reason of mental alienation, have been deprived of personal [civil] rights, and whose complete recovery has not been legally certified. Article sixty-seven. The election of all individuals of the Nation who are subjects of the Sublime State, have completed thirty years of age, are conversant with and cognizant of the regulations of the Sublime State and national affairs, and who, pursuant to the sixty-[sixth] article, are not deprived of electoral rights, is permissible. However, of the eighty [members] to be elected by the Church congregations of Der-i Sa'adet, it is a condition that at least [a portion] thereof be from among the possessors of rank.
