[Concerning] the Exposition of the Mode of Formation and the Duties of the General Assembly.

Article fifty-seven. The General Assembly is composed of one hundred and forty members. The aforesaid members consist of three classes: The first class [consists of] one-seventh, which is twenty persons, being ecclesiastics elected by the clergy present in Sṭanpōl [Istanbul]. The second class [consists of] two-sevenths, which are forty persons, being Deputies of the Nation who shall come from the provinces. The third class [consists of] four-sevenths, that is, eighty persons, being Deputies elected by the church congregations of Der-i Sa‘ādet [Constantinople]. Article fifty-eight. The members of the Spiritual and Temporal Councils [may] attend the General Assembly, but if they have not been elected to membership in the General Assembly, they shall not possess the right to vote in the said Assembly. Article fifty-nine. Unless a majority of the members of the General Assembly, that is, at least seventy-one persons, are present, a session of the Assembly cannot be convened. Article sixty. Electing the principal functionaries of the Nation, such as the Patriarch of Der-i Sa‘ādet and the Catholicos, and the members of the Spiritual and Temporal Councils; supervising the transactions of these Councils; solving and settling such affairs as are referred to them whenever matters arise which they themselves cannot determine; and preserving this Regulation from infringement, are among the duties of the General Assembly.

[ON] THE MODE OF FORMATION AND THE DUTIES OF THE GENERAL ASSEMBLY

Article Fifty-Seven. The General Assembly is composed of one hundred and forty members. The aforesaid members are [divided into] three parts: as the first part, one-seventh, which is twenty persons, are ecclesiastics elected by the ecclesiastics residing in Istanbul; as the second part, two-sevenths, which are forty persons, are the National Deputies to come from the provinces; as the third part, four-sevenths, that is to say eighty persons, are the Deputies elected by the church congregations of the Capital [Constantinople]. Article Fifty-Eight. The members of the Spiritual and Civil Assemblies are admitted to the General Assembly, but if they have not been elected to the membership of the General Assembly, they shall not possess the right to vote in the said Assembly. Article Fifty-Nine. Unless the majority of the members of the General Assembly, that is to say at least seventy-one persons, are present, the assembly cannot be convened. Article Sixty. To elect the principal functionaries of the Nation, such as the Patriarch of the Capital and the Catholicos, and the members of the Spiritual and Civil Assemblies; to supervise the proceedings of these Assemblies; to resolve and settle such matters referred to them as they are unable to decide; and to preserve this present Regulation from violation are among the duties of the General Assembly.
