Art. 52. The Parish Councils shall consist, according to the locality, of five to twelve members. The function of the Parish Council is the administration of the national affairs of the parish people, the trusteeship of the Church and School, the care of the poor, and the examination and peaceful settlement of disputes arising among [fellow] nationals. VII. PARISH COUNCILS

Article 52. The Church Councils [Parish Councils] shall be composed of at least five and at most twelve members, according to the locality. Their duties consist of managing the national affairs of the community to which they belong, directing the church and school of that community, looking after its poor, investigating disputes arising within the community so as to effect reconciliation, endeavoring and striving for the embellishment of that community's church and the establishment of schools for boys and girls, and rendering aid to the needy families of the aforesaid community. Article 53. Each community shall have a chest [treasury] under the supervision of its own Church Council. The revenues of this chest shall consist of the special contributions paid by the community, the proceeds from the real estate of the church and school, the church receipts, and gifts and other donations made by way of testament or other means; and its expenditures shall consist of the expenses of the aforesaid church and schools, together with the relief money to be disbursed to the poor.
