[IT] PERTAINS TO THE COMMISSION FOR THE ADMINISTRATION OF THE HOSPITAL

Art. 51. The Board of Trustees of the Hospital shall be composed of nine persons, whom the Political Assembly elects by a plurality of votes. Two of these must be certified physicians. The duty of the Board of Trustees of the Hospital is to manage the National Hospital, its proprietary estates, and its revenues, and to provide for it with their proceeds and with the subvention of the National Treasury. This Institution being divided into four sections, one [section] shall be designated for treating the indigent sick, the second for sheltering the aged and disabled poor, the third for caring for the insane, and the fourth for educating orphan and destitute children. The ordering and management of this establishment shall be directed in accordance with medical and sanitary regulations. CONCERNING THE COMMISSION FOR THE ADMINISTRATION OF THE HOSPITAL

Article Fifty-One. The Directors of the Hospital shall be composed of nine persons, two of whom shall be physicians possessing a medical diploma [rü’us], and they shall be elected by a majority of votes in the Meclis-i Cismani [Civil Council]. The duty of the said Directors is to supervise both the Nation’s Hospital and its particular real estate and revenues, and to administer the said Hospital with the proceeds thereof and the subsidy of the National Treasury [Millet Sandığı]. This Hospital shall be divided into four sections: one shall be allocated to the sick from among the poor, the other to the elderly and destitute poor, the third to the insane, and the fourth to the instruction and education of orphans; and care shall be taken in the construction and management of these buildings in conformity with medical and hygienic principles. The said Directors shall be accountable to the Commission of Establishments [Tesisat Komisyonu] concerning the administration of the said Hospital, and to the Commission of Education [Maarif Komisyonu] regarding the matter of instruction and education, and [shall report] their actual proceedings [to] these Commissions...
