Art. 44. Four Councils—for Educational, Economic, and Judicial affairs, and for the inspection of Monasteries—and three Boards of Trustees with administrative functions shall be established by the Political Assembly. The members of these Councils and Boards of Trustees shall serve in office for two years, on [the] condition that half of them be renewed at the beginning of each year. 1. EDUCATIONAL COUNCIL

Art. 44. ON THE COMMISSIONS AND DIRECTORS CONSTITUTED BY THE CIVIL COUNCIL

Forty-fifth Article. Public Instruction [Ma'arif]

[ON] THE COMMISSIONS FORMED BY THE CIVIL COUNCIL AND THE DIRECTORS

Article forty-four: Four commissions—to oversee the affairs of education, charitable institutions, judicial matters, and monasteries—along with three other administrative commissions, shall be elected by the Civil Council; and the members of these commissions shall serve for two years, to be altered and renewed by half at the beginning of each year. The president of the Judicial Commission shall be the Patriarchal Vicar.

CONCERNING THE COMMISSION OF PUBLIC INSTRUCTION

Art. 45. Educational Council [… unless it observes conduct] contrary to the provisions [thereof], it cannot change or alter [the members]; and upon observing such conduct by one [of them], the first time, an explanation of the state of affairs [shall be] requested from the president of the said commission; and the second time, by issuing a written warning, it shall summon that commission to the preservation of good order; and the third time, it shall replace its members. However, it shall explain and confirm its reasons regarding this matter in the report which it shall present to the General Assembly [Meclis-i Umûmî] at the expiration of the two-year term. Article Forty-Three: If the said Council deems the settlement of an important matter pertaining to temporal affairs that has been referred to it to be beyond the sphere of its authority, it shall in that case have recourse to the General Assembly [Meclis-i Umûmî].
