Art. 8. The duties of the Patriarch are to act in accordance with the principles of the Constitution, and to watch with the utmost care over the exact execution of all its points. The Patriarch shall submit the affairs brought before him to whichever Council they pertain, for examination and decision. The *taqrīr*s [official communications/reports] or other official writings of the Patriarch concerning matters decided in the Councils cannot be valid and executory if they are not also sealed and signed by the deciding Council. But when an urgent matter arises, for the disposition of which it is not possible to wait until the day of the Council’s convocation, or to convene an extraordinary Council, the Patriarch may dispose of what is necessary on his own authority, taking the responsibility upon himself; but he is obligated to have the occurrence regularly recorded in the register, and to present [it] to whichever Council it pertains at its next session for ratification. OFFICE AND OBLIGATIONS

Article Eight. The duty of the Patriarch consists in acting in compliance with the fundamental provisions of the Regulation [Nizāmnāme], and also in paying heed to and supervising the complete execution of all the accessory articles of the said Regulation. The Patriarch shall refer the matters that come before him to the Council to which they pertain, in order that they may be decided upon after deliberation; and concerning a matter resolved upon in a Council, his own official report [taḳrīr] and other official writings cannot be valid and acted upon unless signed and sealed by that Council. However, if an urgent matter should arise, and it is not possible to wait for the [regular] Council day or to convene an extraordinary Council for its examination and settlement, although the Patriarch is empowered to execute what is necessary on his own authority, undertaking the responsibility in that regard, he is obliged to have the state of the case recorded in the proper manner, and to present it to the said Council at its next session in order to be confirmed. Article Nine. The Patriarch, before signing the documents containing the resolutions passed in the National Assemblies [Millet Meclisleri] during his absence...

...in the event that [he persists], upon submission [of the matter] to the Sublime Porte, he shall be deposed. Article 7. The dismissed Patriarch, being included in the rank of diocesan bishops, shall be dealt with by the Mixed Council in accordance with [due] procedure.
