հաւատարմապէս ծառայել. ազգային հաստատու- թիւնքը պայծառ պահել. հասոյթներն օրինա- ւոր կերպով աճեցնել, և ծախքերն իմաստու- թեամբ տնտեսել. Ազգին ծառայութեանը մշտնջենապէս նուիրեալ անձանց կացութիւնը բարւոքել և ապագայն անդորրել. կարօտելոց խնամ տանել հայրաբար . ազգայնոց մէջ ծա- գած վէճերն արդարասիրութեամբ խաղաղել. և վերջապէս ազգային յառաջադիմութեան անխոնջակիր աշխատիլ: Ազգին այս պարտաւորութիւնքը ազգայնոց իրաւունքն են :

The authority representatively representing the Nation, and appointed as the overseer and administrator of the regular fulfillment of these mutual duties, is called the NATIONAL ADMINISTRATION; unto which is entrusted, by special privilege from the Ottoman Imperial Government, and by means of the Constitution, the directorship of the internal affairs of the Armenians of Turkey.

...to serve faithfully; to keep the national institutions flourishing; to increase the revenues in a lawful manner, and to manage the expenditures with wisdom; to improve the condition and secure the future of those persons who have devoted themselves perpetually to the service of the Nation; to care paternally for the needy; to settle with a love of justice the disputes that arise among compatriots; and finally, to labor indefatigably for the national progress. These obligations of the Nation are the rights of the compatriots.
